| Start NPC: Innkeeper Brill Quest stages: Travel to Windshade in the Lilyut Hills and talk to Mayor Jeffrey. - Unavailable upon changing factions.
End NPC: Mayor Jeffrey Quest text: Innkeeper Brill: Shepherd Luka said someone with a hat is following him? And that this person is the murderer? Innkeeper Brill: Gregor does wear a hat, but so do many other people. What sort of reason to arrest him is that supposed to be?! And he'd certainly not follow anyone around like some criminal. Innkeeper Brill: Those damn guards just wanted to bring him in, so the general public has someone to blame for the crime. Gregor IS innocent, I know it, but seems like Luka won't give us any further information. Innkeeper Brill: Perhaps if we find out who this mysterious person following him is, we'll find out who the true criminal is.
