Start NPC: Prince Ingbard
Quest stages:
Steal the Trieste Campaign Funds from the crates in Songspinner Field or from an Ulthow supporter transporting them. Load them onto the Heist Carriage guarded by Ingbard Loyalist Elias and receive a Fund Theft Receipt.

Collect Fund Theft Receipt (3)

Take the Fund Theft Receipts to Ingbard Loyalist Elias, in Songspinner Field.

Quest text:
Prince Ingbard: I've just received word that Prince Ulthow has come to believe he can put himself on the throne with the good will of the people. He's raising campaign funds.
Prince Ingbard: My father has always had a soft spot for public opinion. We can't let his decision be swayed like this. Steal the Trieste Campaign Funds. An ambush team is already waiting to help you.
Prince Ingbard: Take the money to the Heist Carriage in Songspinner Field. Ingbard Loyalist Elias, will be waiting. He'll give you a Fund Theft Receipt. Hurry.
Ingbard Loyalist Elias: Excellent. With his funds dwindling like this, Ulthow will never be able to launch a successful campaign for the throne.
