farm cart summons fails -- bug??

In the quest, Try Out Your New Ride, you are given a scroll for a Farm Cart. The cart fails to summon. Anyone know what's up with this? Unable to continue the quest chain unless I just make a cart myself and summon it, but I think that is not what's intended here. Am I wrong? Thanks in advance for any help.
