This is a "Bloodstock" mount.  It's one of three mounts (Black Lilyut Horse, Alabaster Lilyut Horse, Dappled Lilyut Horse) that can be transformed into the "Black Arrow" by purchasing a Thoroughbred Certificate once your mount achieves level 50.  These mounts can be purchased at Mirage Isle, for 50 gold.
