It is time for Prince Ulthow to ascend to the throne. General Govannon: This is a Letter from Princess Ellen. Deliver it to the king. Then meet Duke Sabeau at Seaport Fortress. But... you need to see the king first. General Govannon: Actually, it's Duke Sabeau of Ynystere who needs the Ice-Salt Crystal. He's one of Prince Ulthow's most trusted advisors.
