Start NPC: Regrade Smith
Quest stages:
Use a Printing Press to craft a Weapon Regrade Scroll, Armor Regrade Scroll, or Accessory Regrade Scroll.
To find a Printing Press, make sure the Printing Press box is checked under the Infrastructure section on your map.Return to the Regrade Smith when finished.
End NPC: Regrade Smith

Now all you have to do is return to a Printing Press and imbue your Blank Regrade Scroll with the power of the gem you chose. Come back when you've made a Weapon Regrade Scroll, Armor Regrade Scroll, or Accessory Regrade Scroll. Well done!
