In order to make this item, you have to Kill the 8 Ghost bosses that are located under the seas (Ghost of Alex, Ghost of Fyre, Dalgru the Shade, Ghost of Marum, Ghost of Reddish, Ghost of Urshur, and Reaper Bulgari). Each one of these mobs drops a quest item that you bring to a npc in exchange for one  of the eight pieces you need to make this. Each boss is lvl 50 and 2 stars, so if you have a healer and a dps, you should be able to kill them without a problem. Just in case you were wondering this item you can carry in your bag and it functions like the device you pick up on the adventure clipper. Good luck!
