(Nuia,West faction) In order to get the quest that leads up to this title you must buy a "Sealed Kapagan's Plans" from one of the 3 Evenbards on nuia.(Samion in Marlanople, Samunin in Golden Fable Harbor in Sanddeep, and Samiel in the Crecent Throne in Solzreed Peninsula) Evenbards can only be found during the night. In order to open the chest, you have to have done the other evenbard quests "Secrets Concealed" and "To Meet Once More". Once you open it you get a scroll.
