To find a Paper Press, make sure the Paper Press box is checked under the Infrastructure section on your map.Deliver the Blank Regrade Scroll to the Regrade Pirate in Stormraw Sound.

Quest text:
Regrade Pirate: Everyone wants to know how I killed that Hound, but no one believes me when I tell them! Are you one of those doubters? Or are you willing to take a chance?
Regrade Pirate: My secret is simple: regrading. I start by making a Blank Regrade Scroll. All you need is some Paper and Dawn Lake Light Essence.
Regrade Pirate: You can get Blue Salt Hammers from a General Merchant.
Regrade Pirate: Once you have all the materials, find a Paper Press and craft a Blank Regrade Scroll. Bring it back here, and I'll give you a special gem to use in the next step of the process.
Regrade Pirate: I hope you didn't believe the rumors that I'm some kind of god! In truth, I'm only powerful because I took the time to learn how to craft!
Regrade Pirate: See? Pretty simple so far, right? If you imbue your Blank Regrade Scroll with a gem, it will become specialized for regrading either weapons, armor, or accessories.
Regrade Pirate: I have three gems here, and each one will make a different kind of scroll.
Regrade Pirate: A Sunpoint makes weapon scrolls, a Moonpoint makes armor scrolls, and a Starpoint makes accessory scrolls. Choose wisely!
